Almost a year ago, on 4 March 2009, the International Criminal Court (ICC) issued a warrant for the arrest of Sudan’s president Hassan Omar al-Bashir on charges of war crimes and crimes against humanity. Now the judges are deciding whether he should be charged with genocide as well. This process has brought al-Bashir’s ICC case back into the media limelight, but it will have few political consequences. It was the issuing of a warrant in the first place against a sitting head of state that was the consequential event in terms of political developments in the Sudan. Now, one year later, what have been the results of this action?
